Zelensky States Absence of Definitive Defense Guarantee from Partner Nations

President Zelensky has stated that Ukraine's partners in Europe have failed to provide concrete pledges that they will protect his country in the case of a future Russian attack.

"I am asking this very question to all our partners and I have not received a definitive and straightforward response yet," he told reporters on midweek.

His comments come a day after Britain and France inked a statement of purpose on deploying troops in Ukraine if a peace deal to conclude the conflict with Moscow is reached.

However, full security guarantees have yet to be solidified. The US, which has been leading efforts to end the invasion, was reported to have abstained from signing such a pledge at talks in Paris on Tuesday.

Outcomes from the Paris Discussions

Following the negotiations in Paris, which included some three dozen nations that comprise the so-called Coalition of the Willing, British PM Keir Starmer said the UK and France would "establish military hubs across Ukraine" to deter future invasion, while French President Emmanuel Macron subsequently indicated thousands of troops may be deployed.

Allies proposed that the United States would assume a leading role in overseeing any ceasefire. But the central sticking point of ceding land that Ukraine is being asked to grant to Russia as a component of the settlement terms are still being discussed.

Moscow has not yet commented on the announcement made in the French capital.

President Putin initiated a full-scale invasion of Ukraine in February 2022, and Moscow now occupies about 20% of Ukrainian territory.

The President's Evolving Stance

Sir Keir described the bilateral declaration as "a vital part of our dedication to stand with Ukraine for the long-term".

He added: "It paves the way for the legal framework under which British, French and partner forces could function on Ukrainian soil, securing Ukraine's skies and seas, and regenerating Ukraine's military for the years to come."

Zelensky hailed that accord as a "huge step forward".

Twenty-four hours afterward, however, he seemed more cautious.

"I see the will, the political will, and that the partners are ready, and the partners are ready to give us robust economic measures, powerful defense assurances," he said when questioned if European countries would defend Ukraine.

"But as long as we don't have such security guarantees - legally binding, supported by parliaments, supported by the United States Congress - this crucial issue remains unresolved. And should they materialize, you must ultimately depend primarily on your own strength."

Persistent Challenges and Fighting

The Paris talks were also significant owing to the presence of envoys from former President Trump's administration, Steve Witkoff and Jared Kushner.

One envoy stated the allies "largely finished" their work on finalizing security arrangements.

Last week, the President indicated a settlement was "90% ready".

Territorial concessions and security guarantees have been at the forefront of unresolved issues for negotiators.

The Russian leader has consistently stated that Ukrainian troops must pull back from the entirety of the Donbas region or Russia will seize it, dismissing potential concessions over how to end the war.

The Ukrainian President has thus far rejected relinquishing any land, but has suggested that Ukraine could withdraw its troops to an established line - but only if Russia reciprocated the action.

Moscow now holds about 75% of the Donetsk region, and some nearly all of the adjacent Luhansk region. The two regions constitute the industrial Donbas region.

Attacks have been escalating against cities in Ukraine - with a focus on power facilities. Russia has also made incremental advances in seizing additional Ukrainian land.

Ukrainian forces have retaliated at objectives inside Russia with drones, albeit with varying degrees of effectiveness.
